Up to $4 Million Loan for Dickenson County IDA Project to Develop Substance Abuse Rehabilitation Facility Approved

An up to $4 million loan to the Dickenson County Industrial Development Authority (IDA) approved by the Virginia Coalfield Economic Development Authority (VCEDA) will bring with it up to 52 new full-time jobs in Dickenson County as the county works with a private developer to open an inpatient substance abuse rehabilitation facility in the Red Onion area of the county. Loan documents on the project were recently closed by the IDA and VCEDA.

The Dickenson County IDA requested the funds to be used to help finance site development, building construction, the installation of utilities and other improvements associated with the project to construct a 96-bed male inpatient substance abuse rehabilitation facility.

Initially, it is anticipated the project will create 26 full-time jobs within a year, ramping up to 52 full-time employees within two to five years and at least $1 million in private investment.

“The IDA identified a need for an inpatient substance abuse rehabilitation center to serve Dickenson County and the surrounding area and VCEDA is pleased to be able to assist the county in its development of the project which will add new jobs. The IDA indicated in its application it foresees this project producing a multilayered economic impact on the county. In addition to the assistance provided to the residents and the direct impact of employment opportunities for county residents, the IDA believes the county will also see additional sales tax, food, gas and lodging revenue from family members and friends of the residents who will be visiting the facility on weekends.”

The Breaks Interstate Park was recently approved for two VCEDA grants totaling $1.1 million for improvement projects at the park, including the construction of a new swimming pool. Grants to Be Used for Improvements at Breaks Park

Improvements to the Breaks Interstate Park, including the addition of a swimming pool, log cabin construction, cottage renovations and other infrastructure improvements will be made in the coming months at the park due in part to two grants totaling $1.1 million closed recently between the park and the Virginia Coalfield Economic Development Authority (VCEDA).

The funds include an up to $601,600 grant to fund the improvement projects which comes from the VCEDA Civil Penalties Fund and an up to $500,000 grant to fund the construction of a new swimming pool which comes from the VCEDA Dickenson County account.

The up to $601,600 grant will be used specifically to develop infrastructure and improvements at the park and in addition to the pool, cabins and cottage renovations, the funds will also be used for replacement of HVAC unit(s) at the Rhododendron Restaurant, the purchase of an articulated boom lift, the addition of roofs on the outdoor decks of the five existing Laurel Lake cabins and for additional funding for construction of the Potter’s Flats Swinging Bridge.

$400,000 Loan Closed to Assist with Appalachian Millworks & Cabinetry, LLC Expansion 

A $400,000 loan to be used to finance building construction, renovations and improvements to streamline its manufacturing and assist with an expansion of Appalachian Millworks & Cabinetry in Tazewell County, bringing with it a net new 15 full-time jobs and $1,050,000 in private investment was closed recently by the Virginia Coalfield Economic Development Authority (VCEDA).

The company is known for its custom cabinetry, trim, flooring and other millwork.

Appalachian Millworks & Cabinetry, LLC (AMC) is a Virginia company formed in 2015, and it has already been providing products and jobs in the region. VCEDA Hosts VEDP on e-Region Tour

VCEDA hosted VEDP Research Division staff, John Loftus, sites and buildings manager, and Abigail Patterson, sites and buildings analyst, in mid-July on a tour of available sites and buildings in all eight VCEDA localities. They also met with college, workforce development and economic development personnel in the region, logging nearly 600 miles of travel throughout the region during their four-day visit.

VCEDA Closes on $300,000 in Grants for Clintwood Splash Pad Project

Three grants totaling $300,000 were recently closed by the Dickenson County Industrial Development Authority (IDA) and the Virginia Coalfield Economic Development Authority (VCEDA) paving the way for the development of a splash pad recreational area in Clintwood, Va.

In separate actions over the past several months, the VCEDA board approved $50,000 for the project requested by the Dickenson County IDA from the VCEDA Tourism Capital Improvement Matching Fund; $50,000 for the project requested by the Town of Clintwood from the VCEDA Tourism Capital Improvement Matching Fund; and most recently gave its approval to a second request from the IDA to transfer up to $200,000 from the VCEDA Dickenson County Account to the VCEDA Tourism Capital Improvement Matching Fund and to approve an up to a $200,000 grant from the VCEDA Tourism Capital Improvement Matching Fund to the IDA.

$200,000 Loan Finalized to Russell County IDA for Business Expansion Project

Loan documents closing on an up to a $200,000 loan from the Virginia Coalfield Economic Development Authority (VCEDA) to the Russell County Industrial Development Authority (IDA) were recently finalized. The funds will be used to finance additional renovations and improvements at the former Acme building in Lebanon for its new tenant which will bring with it up to 35 full-time jobs within five years.

Congressman Morgan Griffith Joins Discussion with Virginia CFX Authority Board About Expressway Funding

Virginia Coalfields Expressway Authority members heard an update on how the Virginia Department of Transportation plans to utilize $1.995 million recently allocated by the federal government for pre-engineering for the expressway project during a meeting of the authority board in Lebanon.

Board members welcomed Ninth District Congressman Morgan Griffith, who addressed the board about the recent federal funds allocation.

“I am very committed to this project,” Griffith said. “This roadway has a huge benefit in Virginia and will transform the economy, or at least gives us a fighting chance to transform the economy.”

Griffith noted the Coalfields Expressway in Virginia and its connectivity to Kentucky and West Virginia also benefits those states by providing another transportation artery to the south.

“This road will give us bigger and better opportunities to land some major job creators,” Griffith said.

One of the things that makes her clinic unique is that it incorporates the use of hippotherapy – the use of a horse and the specific movements of the horse — as a therapeutic or rehabilitative treatment.

One Step At A Time, LLC was a recent recipient of a $10,000 Virginia Coalfield Economic Development Authority (VCEDA) Seed Capital Matching Grant. An early fall opening is projected.

Patients will come to the clinic through doctor referrals or direct patient referral. Physical therapy, occupational therapy and speech therapy will be offered.

Sisters Jan Brown and Melissa Hubbard returned to their native Lee County, Va., to do what they could to help revitalize the community which nurtured them in their growing up years.  Both had left the area for work, but after retiring from their day jobs and after Melissa’s husband passed away, they said they both felt a calling to return home and jointly, they made the decision to invest in their community and began to work to develop Whistle Pig Country Store, LLC in Ewing.

The new business’ first farmers market was held July 16 and the pair readily admit they are excited to watch their new business take shape and grow.
